Hiring Facts

The construction industry in Canada is a significant user of the Temporary Foreign Worker Program (TFWP) under the Labour Market Impact Assessment (LMIA) process. Here are some key facts and statistics about hiring temporary foreign workers (TFWs) in this sector:

Talk to the Experts Now
  • Demand in the Construction Industry

    • Labour Shortages: The construction industry in Canada faces ongoing labour shortages, particularly in skilled trades such as carpenters, electricians, welders, and heavy equipment operators. These shortages are exacerbated by the aging workforce and the increase in infrastructure projects.

    • Use of TFWs: To address these shortages, many construction companies turn to the TFWP, particularly for roles that require specialized skills or when there are regional labour shortages.
  • Statistics on TFWs in Construction

    • High Number of LMIA Applications: The construction industry is one of the top sectors applying for LMIAs, especially in provinces with high levels of construction activity like Alberta, British Columbia, and Ontario.

    • Skilled Trades: The majority of TFWs in the construction industry are brought in to fill roles in skilled trades. This includes both low-wage and high-wage positions, depending on the complexity and specialization of the work.

    • Increase in TFWs: The number of TFWs in the construction sector has been rising over the past decade, driven by large infrastructure projects and residential building booms in certain regions.
  • Regional and Sectoral Insights

    • Western Canada: Provinces like Alberta and British Columbia have seen significant construction activity, particularly in the oil and gas sectors and urban development. This has led to a higher demand for TFWs in construction-related roles.

    • Urban vs. Rural Areas: Urban centers with booming construction industries tend to rely more on TFWs to meet their labour demands, while rural areas may have different challenges and rely less on foreign labour.
  • Challenges and Considerations

    • Regulatory Compliance: Construction companies must navigate a complex regulatory environment when hiring TFWs, ensuring they meet LMIA requirements and adhere to wage and working condition standards.

    • Safety and Training: Ensuring that TFWs are properly trained and integrated into the Canadian workplace safety culture is a key concern in the construction industry. Companies must provide adequate safety training and support.

    • Worker Rights: TFWs in the construction industry are entitled to the same rights and protections as Canadian workers, and there are mechanisms in place to address issues of exploitation or unfair treatment.
  • Recent Trends

    • Impact of COVID-19: The pandemic caused disruptions in the construction industry, leading to delays in projects and challenges in the recruitment of both domestic and foreign workers. However, the industry has seen a recovery, with a renewed demand for TFWs as construction activity picks up.

    • Focus on Permanent Residency Pathways: Some construction workers who enter Canada through the TFWP are able to transition to permanent residency, particularly through programs aimed at skilled trades and in regions experiencing chronic labour shortages.
  • Geographical Distribution

    • High-Demand Provinces: Alberta, Ontario, and British Columbia are the leading provinces for TFW hires in construction, driven by large-scale infrastructure projects, urban development, and resource extraction industries.

    • Regional Disparities: While urban areas tend to have higher demand for TFWs in construction, some rural regions also rely on foreign workers, particularly for specialized trades that are difficult to recruit for locally.
  • Future Outlook

    • Sustained Demand: The demand for TFWs in the construction industry is expected to remain strong, particularly in regions with high levels of construction activity and ongoing infrastructure projects.

    • Skill Development Initiatives: There is a growing emphasis on upskilling the domestic workforce to reduce reliance on TFWs, but until these programs fully meet industry needs, TFWs will continue to play a critical role.
