Hiring Facts

Tim Hortons, one of Canada's largest fast-food chains, is a significant employer of temporary foreign workers (TFWs) under the Labour Market Impact Assessment (LMIA) process.

Given the challenges in finding and retaining staff, especially in certain regions, Tim Hortons franchises frequently turn to the Temporary Foreign Worker Program (TFWP) to fill labor gaps.

Here are key facts and statistics about Tim Hortons' use of TFWs:

Talk to the Experts Now
  • Demand for TFWs at Tim Hortons

    • Labour Shortages: Tim Hortons franchises, especially in rural and remote areas, often face significant challenges in hiring local staff for roles such as cashiers, cooks, and food service supervisors. TFWs help fill these gaps.

    • High Turnover Rates: The fast-food industry is known for high employee turnover, and TFWs provide a more stable workforce for many franchisees who struggle with constant hiring and training.

    • Seasonal and Regional Needs: In tourist-heavy areas and regions with seasonal population increases, such as resort towns or areas with a strong agricultural industry, Tim Hortons may rely more heavily on TFWs to meet demand.
  • Statistics on TFWs at Tim Hortons

    • Widespread Use of LMIAs: Tim Hortons is one of the most active users of the LMIA process within the fast-food industry. Thousands of LMIAs have been issued for Tim Hortons positions, particularly for food service supervisors and other entry-level roles.

    • Concentration in Specific Provinces: Provinces like Alberta, British Columbia, and Atlantic Canada (e.g., Newfoundland and Labrador, Prince Edward Island) have higher concentrations of TFWs working at Tim Hortons due to local labour shortages.

    • Common Job Roles: The most common positions filled by TFWs at Tim Hortons include food service supervisors, cooks, and general crew members. These roles are typically classified as low-wage positions under the TFWP.
  • Challenges and Considerations

    • Regulatory Compliance: Tim Hortons franchisees must adhere to strict regulations when hiring TFWs, including ensuring that the positions are genuinely needed and that wages and working conditions are fair and comparable to those of Canadian workers.

    • Worker Rights and Protections: TFWs at Tim Hortons, like all TFWs in Canada, are entitled to the same rights and protections as Canadian workers. This includes fair treatment, proper wages, and safe working conditions.

    • Community and Social Integration: TFWs often come from different cultural backgrounds, and integrating them into the local community and workplace can be a challenge. This includes providing support for language barriers and cultural differences.
  • Recent Trends

    • Increased LMIA Applications: In recent years, there has been an increase in LMIA applications by Tim Hortons franchises, particularly as the demand for fast-food services has grown and local labour shortages persist.

    • Pandemic Impact: The COVID-19 pandemic created additional challenges for hiring local workers, leading some Tim Hortons locations to rely even more on TFWs to maintain operations during labour shortages.
  • Geographical Distribution

    • Rural and Remote Areas: Tim Hortons locations in rural and remote areas are more likely to employ TFWs due to the difficulty in attracting and retaining local workers. These areas often have limited labour pools and face challenges in recruiting staff willing to work in the fast-food industry.
  • Future Outlook

    • Continued Reliance on TFWs: As labour shortages persist in certain regions and industries, Tim Hortons will continue to rely on TFWs to fill key roles, particularly in areas with low unemployment rates or high seasonal demand.

    • Potential Policy Changes: Ongoing discussions about labour market policies and the role of TFWs in the Canadian economy may lead to changes in how the program is used by employers like Tim Hortons. This could include stricter regulations or new pathways for TFWs to transition to permanent residency.
